PVI East Saigon Insurance Collaborates to Promote Social Insurance Participation in Bac Tan Uyen

In the first quarter of 2026, efforts to expand participation in social insurance (SI), health insurance (HI), and unemployment insurance in Bac Tan Uyen, Ho Chi Minh City, recorded positive results, achieving over 80% of the assigned targets.

These outcomes were driven in part by the coordinated efforts of PVI East Saigon Insurance in collaboration with the Bac Tan Uyen local Social Security Office, the Steering Committees for SI and HI policy implementation across six communes, and other relevant stakeholders. Together, they implemented synchronized solutions in communication, outreach, and participant development.

Notably, the parties signed a tripartite coordination agreement, establishing a structured and close collaboration mechanism in policy implementation. This has significantly improved outreach effectiveness to both residents and businesses, facilitating smoother deployment of SI and HI policies across the area.

Mr. Pham Thanh Long – Deputy Director of PVI East Saigon Insurance, together with the Bac Tan Uyen Social Security Office, Steering Committees of six communes, and relevant stakeholders, signs the tripartite coordination agreement.

Accordingly, all six communes under the management of the Bac Tan Uyen Social Security Office (Bac Tan Uyen, Thuong Tan, Phuoc Thanh, Phuoc Hoa, Phu Giao, and An Long) have established Steering Committees, developed operational regulations, and activated supporting teams to implement SI, HI, and unemployment insurance policies. This has ensured close, consistent, and continuous coordination at the grassroots level.

As a result, participant development in SI, HI, and unemployment insurance during Q1 2026 achieved significant breakthroughs.

Specifically, in Q1 2026, the six communes recorded 24,345 participants in compulsory social insurance (reaching 83.26% of the assigned target); 22,511 participants in unemployment insurance (nearly 85% of the target); and 115,031 participants in health insurance (86.51% of the target). Notably, 28 new non-state enterprises were newly enrolled in SI, HI, and unemployment insurance during the quarter.

Efforts to recover overdue SI, HI, and unemployment insurance contributions were also implemented systematically and effectively. By the end of Q1 2026, the Bac Tan Uyen Social Security Office had issued 702 notices urging compliance, covering outstanding contributions of over VND 19.8 billion, of which more than VND 9.8 billion had been successfully recovered. Excluding VND 10 billion in outstanding amounts related to surplus funds, total overdue contributions in the area stood at over VND 27.5 billion, accounting for 2.29% of total receivables.

According to Mr. Tran Minh Hau, Director of the Bac Tan Uyen Social Security Office, the tripartite coordination agreement has clearly defined the responsibilities of each party in communication, mobilization, and policy implementation. At the same time, it has established a synchronized and effective coordination mechanism, contributing to improved participation rates across the communes.

Building on these results, the Bac Tan Uyen Social Security Office has outlined key priorities for the coming period, including: strengthening coordination among Steering Committee members; intensifying direct communication to households; leveraging the role of local authorities, mass organizations, and insurance collection staff; and focusing on identifying and engaging potential participants to meet assigned targets.

Enhanced coordination among stakeholders, including the active role of the PVI Insurance system, has effectively served as an “extended arm” in bringing social and health insurance policies closer to the public—thereby making a meaningful contribution to strengthening social security in the locality.
